ANNOUNCEMENT OF OPEN BIDS/TENDER on development of the Information System (Software) for the Azerbaijan Deposits Insurance Fund

1. The Azerbaijan Deposits Insurance Fund (ADIF) announces open tender on development of the Information System (Software).

2. The information system to be developed for DIF should contain the following modules and interfaces:

  • Operational system module (including administrator modules and user modules)
  • Reporting module (of a free constructor type)
  • Software module for (operating at) member banks
  • Software module for (operating at) agent banks

 

3. Bidders have to have at least 3-year experience in developing of operational systems for commercial banks operating in the Republic of Azerbaijan or abroad, and management of projects such kind.

Foreign bidders have to provide documents certifying that they have a local partner which has at least 3-year experience in the area of developing operational systems in units, branches or commercial banks operating in the Republic of Azerbaijan,.

After the project has been delivered the foreign bidders have to hand over all necessary authorizations related to the software to a local partner (local sub-contractors) for the purpose of further provision of technical support. 

Main bidders that would utilize the service of subcontractors have to provide documents certifying that each sub-contractor is qualified in the works to be assigned to them.

4. A bidder has to provide the following documents and meet the requirements to participate in the tender:

 - an application to participate in the tender;

- a bank document confirming payment of the tender participation fee;

- duly certified copies of legal documents (articles of association, certificate of state registration or extract from register etc.) certifying bidder’s legal status;

 - a document certifying the authorities of a person empowered/entitled to sign a bid proposal  and procurement agreement;

 - financial statement for the last year approved by the external auditor;

 - a certificate from the relevant tax body confirming absence of overdue liabilities on taxes and other mandatory payments in the Republic of Azerbaijan (from foreign bidders – a document confirming absence of mandatory payment to a state where it operates (tax and other mandatory payment);

 - Bid proposal;

   A bid proposal shall be effective until _01 June_ 2012;

- a bank guarantee in the amount of 2 (two) % of the bid value (in the form of a bank guarantee added to the collection of basic tender conditions (Terms of Reference));

   A bank guarantee for a bid proposal shall be effective until 31 August 2012.

 - a document reflecting specification of at least 2 (two) projects implemented in the last 3(three) years in the area of development and application of operational systems, and recommendation letters, names, addresses and phone numbers of at least 2 (two) customers;

 - documents certifying the existence of at least 4(four) certified experts on the proposed software system and equipment (certificates, CVs etc.);

 - an Authorization form certifying authorization for sale of proposed software and hardware (Manufacturer Authorization Form);

- information confirming existence of a service centre in the city of Baku or a global service centre;

- other data related  bidder’s qualification indicated in the collection of basic tender conditions

Note: Foreign bidders shall submit copies of documents (copies of which are required) by legalizing in accordance with legislation or according to the requirements for approval of an Apostille.

5. A bidder shall submit a bidding offer and bank guarantee for the bidding offer in a written form at the latest until at 18:00 hours on January 31, 2012, sealed, signed and put in a double envelope, and other required documents in a written form at the latest until at 18:00 hours on January 19, 2012, sealed, signed and put in an envelope, to a person in charge at the administrative office of ADIF located at 40, Bulbul Avenue, Baku city. Foreign bidders may send the abovementioned documents through a registered post. In such case, the date of submission of documents shall be the date, on which the documents were delivered to ADIF by post, and failure of a post service to deliver documents shall be treated as untimely delivery of documents. Envelopes and documents sent after the expiry of the specified term shall be returned without opening, and a bidder shall be dismissed from the Tender.

6.  Bidders may, by presenting a copy of the bank certificate on payment of 1000 (one thousand) manats, as a fee for participation in the tender, to the following account of ADIF, obtain the Collection of Basic Tender Conditions (Terms of Reference):

The participation fee will not be reimbursed in any case.

 

7. The Bidding procedure will be held on February 03 2011, at 15.00 hours at the office of ADIF (40, Bulbul Avenue, Baku city, the Republic of Azerbaijan).

8. A software should be installed and delivered within 18 (eighteen) months after signing a procurement agreement at the office of ADIF, in an administrative building defined by the Central Bank of the Azerbaijan Republic and head offices of member  banks.

9. Factors for evaluation of bidders’ offers: financial factor, functionality of the system, technical specifications of the equipment, and conditions of guarantee and support.

10. A bidder shall, at the expense of its own resources, provide technical support and warranty to the software system to be applied within 1 (one) year from the date of delivery.   

11. All documents associated with the Tender shall be presented in Azerbaijani language. Any document in a language other than Azerbaijani language must be translated into Azerbaijani language.
